  4. Place cookies on a parchment-lined baking sheet and bake for 8-10 minutes until lightly golden. Let cool completely.
  5. Prepare the lemon filling by whisking together lemon juice, granulated sugar, egg yolk, cornstarch, and lemon zest in a saucepan; cook over medium heat until thickened.
  6. Beat egg whites with cream of tartar until foamy; gradually add sugar until stiff peaks form.
  7. Assemble by spooning lemon filling onto each cookie and topping with meringue.
  8. Broil for 1-2 minutes until meringue is golden brown; let cool before serving.
